摘要
：水库消落区土地不作为土地资源安置移民，仅作为移民生产资源的补充。综合开发、利用消落区土地，必须服从水库运行的统一调度和管理。
The land in the are between the dead water level and the normal water level of the reservoir is not used as land resources for migrant settlement. It is only used as a complement to their production resources. The comprehensive development of the land must be subordinated to unified control and management of the reservoir operation.
