摘要
按照产权基本形式的转变将建国后河北省林权制度演进过程划分为5个阶段,实际上主要是林权公有和林权私有两种基本形式。不同的林权制度安排在影响因素的特定状态下往往会引发不同的政策效果,从政策效果和影响因素两个角度综合分析林权制度安排会取得更好的效果。不同的林权制度安排在特定历史时期都带有一定的合理性,从现状及其发展趋势而言,林权制度安排将会采取私有化形式。
In accordance with the change of the basic forms of property rights,the evolution of forest right system after 1949 in Hebei Province was divided into five phases.In fact,it mainly include two types of public rights and private rights.With factors in the particular state,different forest rights-system leaded to the different policy effect.It is better to analysis comprehensively from the perspective of the effectiveness and impact.To some extent,it was reasonable for different forest rights-systems arrangements in a particular historical period,in terms of status quo and development trend,the forest right system arrangements would be privatization.
