摘要
黑龙江省绥化市农村养老保障建设比较滞后,存在着家庭养老功能弱化和社会养老保险率低的问题,且即将面临人口老龄化的挑战。从社会现实来看,依据国家统计局的资料,黑龙江省绥化市农村养老模式仍以家庭养老为主。从国内外养老保障发展的历程来看,家庭养老保障制度将会发挥比以往更重要的作用。完善黑龙江省绥化市农村家庭养老保障的对策是:倡导新型孝德;制定相关经济政策;建立切实可行的监管制度等。
At present,the construction of rural old-age support security mechanism in Suihua city of Heilongjiang province is relatively lag.The main issue embodied that family function in old-age support is weakening and the rate of social endowment insurance is low.Meanwhile,the degree of aging population will continue to strengthen in future.From the point of view of social reality,and according to National Bureau's statistics data,family support is still the main mode in rural areas of Suihua city of Heilongjiang province.From domestic and international history in the development of old-age security,family support system will play a more important role than ever before.Specific measures which can improve family support system can be taken as follows,to advocate new filial piety,to formulate relevant economic policy,and to establish effective supervision system.
