无数次事故和教训一再告诫人们,管理的疏漏、人为的失误、设备的缺陷、安全技术的滞后,往往是企业发生事故的主要原因,也是安全生产的最大危害。解决组织生产过程中的实际问题,注意抓好装置现场的精细管理,严格规范运行操作,突出各方面的隐患治理是搞好HSE管理工作的必要条件和有效途径。
Numerous accident lessons have repeatedly warned people that oversight of management,human error,equipment defects and lagging in safety technology are usually the main reasons for accidents in enterprises.They are also the largest harms to safe production.The necessary condition and effective way for better HSE management are to solve the practical problems in the process of production,focus on field fine management of equipment,standardize operation strictly and lay stress on hidden danger control.
