摘要
通过对北京市与全国的人均GDP、单位GDP能耗、经济结构及能耗、人均碳排放、碳生产率、碳能源排放系数等指标进行分析对比,研究了北京市的经济与能耗水平、低碳发展水平和潜力。结果显示:北京市GDP与能源消费总量都处于上升的趋势,但能源消费总量增长率(5.68%)小于GDP的增长率(16.01%),实现了相对的节能发展,优于全国平均水平;北京市低碳发展水平、产业结构和能源消费结构也领先于全国平均水平,但相较于发达国家,仍有较大的调整空间。借鉴发达国家发展低碳城市的经验并结合自身实际情况,北京市将会走出一条有中国特色的低碳城市发展道路。
A series of new concepts and new policy relevant to 'low carbon' have been put forward to minimize impacts of human activities on global climate change in recent years.As Chinese capital,Beijing should play an exemplary role in the process towards a low carbon society in China.This paper tries to study the economic and energy consumption profie,low carbon development level and potential of Beijing,by comparing Beijing with whole nation through analyzing factors including GDP per capita,energy consumption by GDP,economic structure and its energy consumption,per capita carbon emissions,carbon productivity,carbon energy emissions coefficient and so on.Research results showed that Beijing's municipal GDP and the total of all energy consumption were both in the upward trend compared to the national average level,but their growth rates were not synchronous.Beijing's total energy consumption growth rate(5.68%) was less than GDP growth rate(16.01%),and realized energy saving development relatively.Beijing's low carbon development level ran ahead of the national average level,so the optimization space of industrial structure and energy consumption structure were limited,but still had rather large low carbon development potential.Beijing will walk out of a low carbon cities development road which has Chinese characteristic combined its actual situation,and refers to the experiences of low carbon cities in developed countries,which helps our country play a leading part in carrying out Stockholm Convention.
