摘要
科研项目立项评估是科研活动的起点,它不仅能促进科研项目管理程序化、规范化,为相关管理部门提供科学的决策依据,而且对科研人员进行研究方向选择和项目过程管理具有引导作用。本文分析了目前我国科研项目立项评估过程中所存在的主要问题,并在此基础上提出了科研项目立项评估的新机制:一是进行科研项目立项前的前瞻性预见,把握科研项目选择的正确方向,保证立项的科学性;二是要对科研项目立项评估活动进行有效管理和控制,保证立项的有效性。
The evaluation of scientific research project authorization is the starting point for scientific research activities,it not only promote the management level of scientific research project authorization and propose scientific decision advices for relative management department,but also guide scientific researchers to correctly select research direction and control the process of scientific research projects.The main problems in the course of the evaluation of Chinese present scientific research project authorization are analyed,and then the new evaluation mechanism of scientific research project authorization is brought up;firstly,the technology foresight before authorization carryed out in order to hold the proper directions of scientific research project authorization selection,and ensure the scientificness of project authorization;secondly,carrying out effective management and control of the evaluation of scientific research project authorization,so as to ensure the effectiveness of project authorization.
