U. S. REFUGEE POLICY AND COLD WAR DIPLOMACY

摘要 This article delves into the relations between U. S. refugee policyand its Cold War diplomacy. Firstly, dominated by the anti-com-munist ideology, U. S. refugee policy had the guiding principle ofusing the symbolic effect and propaganda value of refugees forfighting communism. Secondly, the policy conformed with theU . S. international strategy and changed with the latter’s readjust-ment. And finally, postwar U. S. admission and rehabilitation ofrefugees was to a certain degree humanitarian. The author holdsthat the policy was part of U. S. Thld War diplomacy, being bothpower-driven and humanitarian. While humanitarianism was inthe service of power, the pursuit of power played a dominatingrole in the formulation of policy. This article delves into the relations between U.
