摘要
基层民主是当代中国政治发展的突破口。改革开放以来，我国在基层政权和基层群众性自治组织的建设等方面取得了阶段性成果，这为进一步完善社会主义民主奠定一定的基础，但还存在法律法规不够完备、发展不平衡、基层政权同基层群众性自治组织关系尚未完全理顺等问题。
Grass-roots democracy is the breakthrough point of China′s political development. Since the economic reform and opening-up to the outside world , China has already obtained achievements of a stage nature in such aspects as the establishment of grass-roots political powers and autonomous organizations of mass participation, which has already laid a definite foundation for further improving socialist democracy. Nevertheless, problems still exist in imperfection of laws and regulations, imbalance of development, failure to straighten out the relationship between the grass-roots political power and the autonomous organization of a mass character in the same grass-roots location, which needs improving consistently in practice.
