摘要
以江泽民同志为核心的党中央提出的“依法治国是党领导人民治理国家的基本方略”，是在新的历史时期下对邓小平理论的继承和发展，是邓小平理论的重要组成部分。十五大报告第一次昭示了“依法治国”的基本理论。当前，应当从立法、司法、监督、守法、教育和研究等基本环节全面地认真地开展“依法治国”。
Abstract “Ruling the country by law is the basic strategy employed by the Party in leading the people in running the country.”This point,which was raised by the Central Committee of the Chinese Communist Party with Comrade Jiang Zemin at the core,inherits and develops Deng Xiaoping's theory and has become an important part of Deng Xiaoping's theory.The report delivered by Comrade Jiang Zemin at the Fifteenth National Congress of the Communist Party of China expounds for the first time the definition,structural elements,meaning,position and function of “ruling the country by law,”and establishes the basic theory of“ruling the country by law”preliminarily.We should practice“ruling the country by law”in legislation,jurisdiction,supervision,obedience,education and research.
