电子政务绩效评估方法的缺陷及改进建议

摘要 在政府绩效评估中,只有反映公民真实需求的方案才能得到合理有效的结果。在电子政务绩效评估中,公民满意度显得更为重要,但在当前的电子政务绩效评估中存在着静态评估、对公民需求反映不足和设计过程封闭等问题。为强化公民满意度的导向性,应在电子政务绩效评估的指标体系中增加动态指标,在数据采集过程中鼓励公民参与,在评估方案设计过程中引入信息系统开发中的原型化方法。 While evaluating government performance,no scheme can provide a reasonable and valid conclusion ex- cept those who can meet citizens' real need.The degree of citizen satisfaction is especially important.However, there are many problems in evaluating e-government performance such as static assessment,lack of reflecting civic needs and design process,leading to inadequate attention about citizen satisfaction.To strenghen the guidelines function of citizen satisfaction degree,dynamic indices into the evaluating index system should be brought into;to en- courage citizen participation in data gathering,prototyping method should be introduced into information system in the evaluating scheme design.
