摘要
从世界上高速铁路发展较为成熟的几个国家入手,包括日本、法国和西班牙,分析其高速铁路融资模式和特点,探究其运作机理和适用范围。结合中国的相关发展政策和经济体制,提出一种结合了政府融资、公司融资和项目融资的新型中国特色融资模式,简称GBP融资,并论述其运作方式和先进性,为进一步探究最佳的高速铁路融资模式奠定理论基础。
In the article,several countries who have well-developed high-speed railway is studied,including Japan,France,and Spain,to analyze their financing models and characteristics of high-speed railway.It compares their operational mechanism and scope of application.This article suggests a new financing system that government financing,business financing and project financing coexist in China,which is called GBP financing model.In the end,it gives application and development trend of GBP,considering relevant development policies and economic system.The result lays an academic foundation for further theory research on financing model of high-speed railway with Chinese characteristics.
