摘要
党的十一届三中全会以来的9年,卫生经济领域的改革取得了长足进展。关志芳、李光宙同志的文章较系统地回顾总结了卫生经济领域改革的成效与经验。这对于正确认识目前卫生经济改革的形势和进一步深化改革,无疑是大有裨益的。愿更多的同志对我国方兴未艾的卫生经济改革进行总结和评估。
During the nine years since the Third plenary Session of the party's Eleventh Cen tral Committee, in the reform of health service throughout the country many new experiences and things have been emerging, which may be summarized as follows; (1) reforms in ideas, (2)various types of management responsibility systems, (3) development of lateral ties in health service, (4) development of home sickbed, (5) increase in consulting hours of high-ranking specialists, (6) paid services in preventive health care, (7) multichannel raising of health service funds, (8) readjustment of medical charges, (9) restructuring of health service, (10) expansion of private medical practice. On the question of how to assess the reform of health service in various parts of the country, the authors Guan Zhifang and Li Guangzhou consider it necessary to de- termine whether the reform results are advantageous to the modernization and socializa- tion of health service, the raising of scientific and technological level, the improving of quality of medical professionals, the full utilization of health service resources, the people's really benefiting from health service, and in the final analysis, the expansion of the productive forces of health service.
