从现实来看,当前我国已经进入了改革的深水区,每一项改革任务都不是孤立的,都会牵扯到许多相关环节,需要不同领域的系统设计和协调推进.许多改革都涉及利益关系的重大调整,必然会遇到既得利益者的阻力,没有'壮士断腕'和'背水一战'的勇气、魄力和决心,就无法让改革取得实质性进展.新一轮改革的全局性、系统性、复杂性和艰巨性特征,也让今年的《政府工作报告》更具有军令状的意味.
