The national-grade scenic spot areas of the two rivers and one lake (Fuchun River, Xin'an River and QiandaoLake),after sixteen years of development and construction,have formed a certain scale and enjoyed wide reputation.However,the developement of the water resources in the scenic spot areas is still fragile,and its advantages have notbeen brought into full play. At present, the scenic spots are characterized by three elements: 1. They are mainly forsightseeing,but lack items for recreational travel. 2. The distribution of water activities is irrational and the development is uneven in different bodies of water. 3. Water activities are not closely related with culture. All these call for thedeepening of the development of the water resources. In the process of the development of the water resources, weshould adhere to four principles. i. e., making use of local conditions, developing the strong points and avoiding theweak points; combining the overall developmnet with the development of hills, forests, islands, caves and humantourism resources;seeking for something grotesque, new and novel;and sticking to the principle of all round development……The following water-related tourism items may be developed,such as organizing folklore tourism of 'visitingfishermen's families',establishing Qiandao Lake Water Sports Centre,organizing fishing activities in Yan Ziling Angling Terrace and Diaoyu Island as well as drifting activities in the Tiannmu Stream and opening up coastal bathingplace in Xinsha Island so that a series of water activities can be formed to manifest fully the glamour of the waterscenery.
