公开选拔领导干部制度价值理念的制度体现及其提升路径 被引量:2

摘要 公开选拔领导干部制度经过多年的发展已然成为一种全国性、主体性的干部选拔任用制度,其运行必须遵循一定的价值理念导向。公开选拔领导干部制度所蕴含的"公开、民主、公平、公正"的价值理念,不仅在公开选拔领导干部制度的制度设计过程中得到了全面的体现,同时也在公选实践过程中对公开选拔领导干部制度的优化起着极其重要的作用。坚守公开选拔领导干部制度的价值理念,从伦理路径、制度路径和技术路径三个方面加以提升,是确保公选制度形成正确的用人导向和提高选人用人的公信度和满意度的根本所在。 The public selection system for leaders have become a national and principal selection system for leaders after many years of development. The system operation must follow the orientation of certain value concept. The value concept of ' openness,democracy,fairness and justice' which is implicated in the public selection system for leaders,not only has been fully embodied in the process of system design of the public selection system for leaders,but also plays a crucial role for the optimization of the public selection system for leaders in the process of the practice of the public selection system for leaders. Living up to the value concept of the public selection system for leaders and improving the concept from three aspects,i. e. the path of ethics,the path of system and the path of technology,is fundamental to ensure the correct orientation of appointment and to improve the public confidence and satisfaction for the selection and appointment of the public selection system for leaders.
