摘要
改革开放30年,中国行政文化进入了激变、再生的重要关头。变革的过程既有意味着辉煌前景的、顺乎潮流的主导趋势,也有形形色色的分流、逆流及不谐的音符。行政文化变革中反映出的各种新特征,代表着今后发展的趋势;而种种失调表征的存在与负面效应,表明行政文化旧整合的解体、新整合的不利,产生了无所适从和不知所措的困惑,这种困惑与经济的快速发展相对撞,并严重干扰着社会和文化的整合。发展对行政文化新的整合提出挑战。任何整合的行政文化,都不断地和环境发生着交流,不断地纳入和消融着异质因素,也不断地在异质因素的有限渗入下缓慢而潜在地改造着自身。
s:With thirty years' reform and opening to the outside world,Chinese administrative culture has stepped into a key phase of violent change and rebirth.The process of revolution contains the leading trend of a brilliant future in accordance with the movement of history,accompanied by inharmonious notes against the trend.Different new features due to revolutionizing the administrative culture represent the trend of development.However,the existence of imbalance and negative effects shows the embarrassment of what to do and how to do during the decomposition of old administrative culture and the negative new integration.This embarrassment will be in conflict with the rapid economic development and will interfere with the integration of society and culture.Development challenges the new integration of administrative culture.Any form of integrated administrative culture always communicates with the environment and always absorbs and melts heterogeneous factors and with the penetration of those heterogeneous factors it will reform itself potentially and slowly.
