摘要
本文认为，改革国拨地勘费分配办法是深化地矿部门体制改革的一个重要课题。文章从建立社会主义市场经济体制的要求着眼，论述了改革地矿部门国拨地勘费分配办法的基本指导思想和改革的主要内容，提出了国拨地勘费分类管理和规范分配的若干设想。
The author holds to improve the allocation of the geological prospecting funds from the state budget constitutes an important part of deepening the structural reform of the geological and mineral resources sector.Taking into account the demands of the establishment of a socialist market economic system, the article discusses the guiding principle and main ways of bettering the allocation of funds and suggests to divide the use of such funds into different categories in management and adopt a uniform standard of allocating the funds.
