摘要 本文总结了我国近30年来0~14岁残疾儿童接受教育的状况,反思了特殊教育法制建设滞后、基础特殊教育投入不足、残疾儿童入学率偏低、教育教学水平差强人意等存在问题。从弱势群体和差异发展相结合的角度,初步探讨了关于各类残疾儿童特殊教育的政策架构及行动策略问题。按照基础教育顶层设计理念,结合国内外融合教育等先进经验,提出今后十年我国残疾儿童教育整体发展思路是以特殊教育、早期教育及家庭教育为核心,其融合特征是公平性、长效性与规模化、多样化,展望了我国残疾儿童教育受区域差异、改革深化、权利均衡、职业倾向与跨文化等因素影响的中长期发展趋势。 This paper summarized successful education experience for China's disabled children aged 0-14 in recent 30 years.Also,it introspected problems in special education:lagged behind legislation, insufficient output in basic special education,relatively low enrolment rate and weak teaching level.Together with visions from vulnerable group and various developments,it initially explored construction and action strategy on China's special education for disabled children.Based on theory of top design of basic education, referred to advanced experience such as integrity education,it raised the overall development strategy on China's special education for the disabled children for the next 10 years.Special education,early education and family education were the core,with integrity characteristics of fairness,long efficiency,large scale and variety.Also it forecasted the medium and long term development trend of education for the disabled,which was affected by regional difference,deepening reform,balanced rights,vocational trend and cross culture,etc.
