摘要
非正式组织广泛存在于正式组织内外,虽无固定形态,但却以其独特的作用对社会管理产生影响。以其与正式组织的关系和对社会管理的作用为标准,非正式组织可划分为积极依附型、积极独立型、中间依附型、中间独立型、消极依附型、消极独立型六类。当前,政府应在鼓励各类正式组织参与社会管理的同时,切忌忽视对积极型非正式组织的激励、对中间型非正式组织的引导和对消极型非正式组织的约束,以便整合各种力量更好地服务于社会管理。
Informal organizations,widely found both inside and outside the formal organizations,have influence on social management for their unique roles despite their non-fixed forms.Using informal organizations' relations with the formal organizations and their role in social management as a criterion,informal organizations fall into six categories,such as positive dependent type,positive independent type,intermediary dependent type,intermediary independent type,negative dependent type and negative independent type.Presently,while encouraging all the informal organizations to participate in social management,the municipal government should,in no case,neglect the incentives for positive informal organizations,or neglect the guidance for intermediary informal organizations,nor neglect the constraints on negative informal organizations so that the social forces of all kinds can be integrated to better serve social management.
