摘要
官员机会主义行为的根源主要有:多层级庞大的政府组织结构和集权化的体制造成的信息不对称;科层制发育不良,管理规范化程度较低,让机会主义有隙可乘;转型时期的制度供给不足;绩效考核的结果导向和自上而下的压力型体制;问责机制的缺失等。治理官员机会主义行为的机制主要包括改造政府组织结构和构建合理配置的权力结构;增加制度供给,加快政府工作的规范化和制度化进程;改革政府绩效管理机制;完善问责机制建设等。
The root causes of officials' opportunistic behaviors are: information asymmetry due to the multilevel government organizing structure and the huge centralized system;bureaucratic underdevelopment and low degree of management standardization,which creates room for opportunism;insufficient institutional supply in the transitional period;result-orientedness in performance evaluation and top-down pressure-laden system;and lack of accountability system.The mechanism for resolving officials' opportunistic behaviors mainly include upgrading government organizing structure and establishing a reasonable power allocation structure;increasing the system supply;speeding up the standardization and institutionalization of the government work;reforming government performance management mechanism;and improving development of the accountability mechanism.
