摘要
解决高等教育经费不足问题是世界各国高等教育发展建设中普遍面临的重大课题之一,各国都在探索解决办法。澳大利亚政府近年来创立了世界首个由政府支持的高等教育投资基金,在本金设置和投资运作方面积累了经验,在一定程度上弥补了国家对高校一次性投入、一次性使用的短视行为。近年来中国政府也在积极推动高校基金会的建设,探索出了以社会捐赠支持高等教育的新途径。然而通过对基金会的走访发现了一系列问题,目前高校基金会仍不能有效地解决中国高等教育经费不足的问题,仍需进一步探索解决方案。借鉴澳大利亚"投资基金"的设置与运作的合理经验,结合中国高等教育基金会的发展现状,建议中国尝试建立国家高教投资基金、区域或部门高校投资基金,以及合作高校联合投资基金等不同层次的投资基金,以期解决中国高校基金会面临的困难,并对高教经费的持续保障提出改革意见。
Financial crisis to higher education is a worldwide problem. The Chinese Government and higher education institutions have been searching for solutions through establishing university related foundations striving for philanthropic income. However, the foundations are facing an increasing number of challenges which require governmental assistance. A good example of government supported financial source to higher education is the Australian 'Education Investment Fund'which was established by the Australian Federal Government, aiming at financing its higher education sector through a growing fund by conducting financial investment. This article introduces the Australian 'Education Investment Fund', addresses problems that Chinese university related foundations are facing, and discusses the implication of Australian 'Education Investment Fund'to Chinese university related foundations and financial sustainability of the entire Chinese higher education sector as well.
