摘要
政策性农业保险在全国开办10年来,虽然各级政府的财政补贴力度不断调整增加,但农户参保率仍然很低,为此通过实地走访的方式对农户参与农业保险的意愿进行调查。研究结果表明,影响不同类型农户购买农业保险的因素和影响程度均不同。影响总体农户的因素有年龄、政府救助、亲朋邻投保、对农业生产重要性、对农业保险的了解程度等。对农业保险的了解程度是影响纯农型农户与农兼型农户的唯一因素;影响兼农型农户的只有亲朋邻投保因素;影响非农型农户的有年龄、政府救助、灾害对生产生活影响程度、亲朋邻投保等。对农户影响较大的因素有亲朋邻投保、政府救助、对农业保险的了解程度等。为切实提高农户农业保险需求,建议加速提升农业保险的服务质量,稳步加大农业保险的政府支持,持续加强农业保险政策的宣传,逐步创新对新型农业经营主体的保险服务。
Policy agricultural insurance in our country for 10 years,although all levels of government financial subsidies continue to increase,but the farmers insurance rates are still low,so by way of field visits to the farmers to participate in agricultural insurance will survey.The research results show that the influence factors of different types of farmers to buy agricultural insurance and the degree of influence is different.Factors influencing the general farmers were age,government bailouts,relatives and neighbors on agricultural production insurance,agricultural insurance,the importance of understanding degree.The level of understanding of the factors affecting the agricultural insurance is the only pure agriculture households and concurrent business farmers.Only relatives and adjacent insured influence factors of concurrent business of farmers.Effect of non-agricultural farmer has the influence degree of age,government assistance,disaster on the agricultural production,relatives and neighbors to buy insurance.The major influence factors of farmers insured,relatives and neighbors,government assistance to the agricultural insurance the understanding degree etc..In order to improve farmers' demand for agricultural insurance,agricultural insurance proposals to accelerate the promotion of service quality,the steady increase of agricultural insurance of government support,continue to strengthen the agricultural insurance policy advocacy,gradually innovation of model of agricultural management and insurance services.
