摘要
"慕课"已在全球得到广泛应用,新的教育信息技术平台与教育服务贸易的叠加,使得高等教育国际交流与合作产生诸多新的形式和模糊地带,对国家教育主权形成了严峻挑战。文化侵蚀、数据安全、主权让渡是其中最重要的三大问题,按现行WTO条款无法准确判定,需要重新分析和界定。在"慕课"推动下的高等教育国际化进程中,注重维护国家教育主权,必须重新审视教育主权让渡尺度,完善教育服务贸易法律法规,构建健全的教育服务贸易管控体系。
The MOOC had been widely used in the world.The superposition of new education information technology platform and the education service trade,made many new forms and the fuzzy zone among the higher education international exchange and cooperation,especially forming a serious challenge for education sovereignty.Cultural erosion,data security,sovereignty transference were the three most important problems of education sovereignty,which couldn't judge accurately according to the current WTO terms.Therefore,the study suggested that in the process of higher education internationalization promoted by the MOOC,to safeguard national sovereignty,it should re-examine the education sovereignty transference with scale,improve the laws and regulations of education service trade,and build a perfect management system of education service trade.
