摘要
东北地区作为我国最大的高能耗、高污染、低效率的老工业基地之一,其碳排放量一直名列全国前列。如何综合地评价东北地区低碳发展水平,成为解决东北地区从"高碳排放"到"低碳排放"的必经之路。运用因子分析方法,针对东北三省构建了包括低碳科技发展系统、低碳社会经济系统、低碳产业结构系统和低碳环境保护系统等四个方面在内的综合评价体系,同时利用2000—2012年相关数据,得出四个公共因子线性方程,并结合2012年的统计指标对辽宁省、吉林省和黑龙江省的低碳发展水平进行了客观系统的评价,结果表明:东北地区中辽宁省低碳发展水平位居第一名,低碳发展水平最高,主要源于其较为雄厚的科技发展实力;吉林省排名第二,黑龙江省处于落后地位,其低碳发展状况不太乐观,亟须采取必要的措施,提升其低碳发展水平。
As the Northeast Old Industrial Base is one of the largest of high energy consumption,high pollution and low efficiency Northeast,its carbon emissions has been ranked the forefront. How to comprehensive evaluation of development level of low carbon in northeast China,is the only way to solve the problem from ' high carbon' to ' low carbon' in Northeast. By the factor analysis,a comprehensive assessment system is built for the 4 aspects in Northeast China,including low carbon technology development system,low carbon economic system,low carbon industry structure system and low carbon environmental protection system. At the same time,the linear equations of the four public factors were obtained by using2000- 2012 data. According to 2012 statistical index,the low carbon development level of Liaoning Province,Jilin province and Heilongjiang province has carried on the objective evaluation system. The results showed that: the level of the low carbon development of Liaoning Province ranked first in Northeast Area,and low carbon development level is the highest,because of its relatively strong technology development strength; Jilin Province ranked second; Heilongjiang Province is in a backward position,not very optimistic about the situation of low carbon development. So it is urgent to take necessary measures to improve the level of low carbon development.
