摘要
现代行政主要表现为自由裁量行政。司法审查能有效地控制行政自由裁量权的泛滥。当然,司法权对行政自由裁量权的介入必须遵守一定的原则和规范。
Modern administration mainly shows the administration of free rule.Judicial investigation can effectively control the overflow of the power of administrative free rule. The intervention of judicial power to the administrative free rule must observe the definite principle and standard.
