摘要
市场经济改革使个体利益和部门利益有了合法的地位,劳动者和经营者可以正当追求自身利益,这就使得人们在经济活动中的相互依存和相互制约作用越来越强。这种相互作用往往造成管理部门的政策目标和政策结果之间出现偏差。从导游管理入手建立的导游 游客博弈模型指出了"导游管理悖论"的成因是没有考虑政策的纳什均衡。为此,旅游行政管理部门在管理旅游市场的时候,应该认真研究所有利益相关者的关系。
Reform has made individual benefit and department profit to be within the law. Laborer and operator can pursue their own benefits legally. So people depend on each other and restrain each other in their economic activities more and more obviously. As a result, the reciprocity causes the warp between the goal and the outcome in policy of the management department. The article sets up a model of game between guides and tourists from the standpoint of management of tour guides. Moreover, through the analysis of the model, the article points out that the paradox of the management of tour guides is caused by the failure of the framer of policies to consider the Nash Equilibrium. A conclusion is drawn that the relationship among all the stakeholders should be studied seriously when the tourist management supervises the tourist marketing.
