摘要
人力资源是现代经济发展的量重要资源。农村弱势群体人力资源开发与管理 ,对我国“三农”问题的解决具有重要的现实意义。我国农村弱势群体的基数很大 ,人力资源的质量和环境较差 ,并由此造成了普遍的“贫困文化”心理。对我国的农村弱势群体人力资源开发和管理须贯彻权责一致性、超前性、分层性、重复渐进性原则 ,并从人力资源环境、医疗卫生、教育。
Human resource is the most important resource in economic development in the modern society. The development and management of the human resource of the weak group from the countryside plays a significant role in solving the three-faceted agriculture-related issues. Because of the great cardinal number in the weak group in our countryside, and the poor quality and environment of the human resource, the 'poverty culture' psychology is very popular. The consistency, exceeding, layer, and gradualness of rights and duties should be applied in the development and management of the human resource of the weak group from the countryside, some other resource environment, medical hygiene, education, and personnel movement.
