摘要
涉密人员管理是科技保密管理的重要组成部分。讨论了在市场化网络化条件下,为实现科技保密管理工作“保安全、促发展”的战略目标,在法律框架内综合运用现代管理的科学理论,建立人本管理的约束与激励机制的必要性与可行性,提出了加强人本管理的对策建议。
The management of the secret-related personnel is an essential task of the protection of science and technology secret.This paper discusses the necessity and methods of establishing the humanistic management mechanism for incentive and restriction under the condition of socialist market economy by applying the theory of modern management synthetically in the legal framework to achieve the strategic goal 'providing security and promoting development' of the protection of science and technology secret.
