摘要
经过十多年的共同努力,“长三角”一体化发展已取得一定成绩,但由于行政分割、各自为政、产业同构等因素引起的地区封锁、重复建设、以邻为壑等恶性竞争加剧了区域内部各城市的矛盾,阻碍了产业集中度的提高和整体联动效应的发挥,严重削弱了区域国际竞争力。在现有体制障碍一时难以消除的情况下,建立健全利益协调机制、建立统一的市场规则、转变政府职能和鼓励企业创新是规避区域内部恶性竞争的现实途径。
In recent ten years, Yangtze Delta has seen great achievements in its regional integrated development. However, the different regional administration and industrial structure resulted in inter-city conflicts such as unhealthy intra-region blockades and repetition construction, which deferred the process of industrial integration and collaboration, and weakened the regional competitive advantages as a whole in the global market. The author thinks that under the existing system, this unhealthy intra-region competition situation can be relaxed by building and improving interest collaborating system and uniform market principles, transferring local government functions, and encouraging the innovation of regional enterprises.
