摘要
"农民工"的工资问题主要表现为工资水平低、增长缓慢、拖欠和价格歧视等方面,这是由城乡收入差距拉大、同质劳动力供给过量、制度歧视、缺乏基本的制度约束造成。解决"农民工"的工资问题必须建立完善的约束和保障制度,保障转移劳动力的合法权益;开展农业人口的职业技能培训,提高劳动力素质;消除控制"农民工"转移的刚性制度,代之以经济手段引导调节,加大对农业的补贴,提高农业的比较收益。
The wage problem of peasant workers involves low pay, slow pay rise, arrearage, price discrimination, etc., which arise from wide relative income gaps between the city and the countryside, excessive supply of qualitatively identical labor force, institutional discrimination as well as lack of basic institutional restriction. The solutions to the problem are to establish perfect restriction and safeguard system so as to safeguard lawful rights and interests, to launch vocational skill training for agricultural population so as to enrich the quality of labor force, to remove the system of controlling the transfer of agricultural labor force so as to guide and regulate it by means of economy, and to swell agricultural subsidies so as to improve agricultural comparative income.
