摘要
科研机构转制的制约因素主要有以下 8方面的内容 :传统思想观念、用人制度、分配机制、利益补偿、社会保障、产权界定、激励机制、科研成果转化率。其转制模式有两种选择 :公益类科研机构转制模式 。
System-changing in institution of scientific research is the main factor which restricts the development of our country.It contains the following:traditional ideas;system of using men for jobs;distribution mechanism;profit compensation;social protection;ownership definition;encouragement mechanism;and the changing rate in result of scientific research.System-changing patterns in institution of scientific research contains the following:the changing in institution of scientific research for public welfare;the change for development.
