摘要
为避免信息系统的投资失败,加强信息系统的投资决策评估,提出信息系统项目的投资决策评估过程。该过程包括三个步骤:根据企业战略目标、企业能力和特殊需求,定义具体的项目目标;然后分别从成本效益、风险、技术等角度形成少数的决策标准,并根据不同的项目目标和项目性质,选择相应的评估指标;最后选择合适的评估技术备选方案,得到最终的决策评估结果。针对上述步骤,分别给出了具体评估框架和方法,并以某企业的企业资源计划为例进行了说明。
The failure of Information System (IS) investment-program resulted from various problems, and the absence of assessing the IS investment-program decision-making was one of the main reasons. Aiming at it, the process of assessment was proposed. During this process, three steps were included. First of all, the concrete program purposes were defined in accordance with the enterprise's strategy goal, enterprise's abilities and enterprise's special requirements. Second, several decision-making criteria were formed in view of cost-benefit, risk and technology, and assessment-index was selected according to different program purposes and properties. Finally, the appropriate scheme of assessment was decided, and the outcome of decision-making assessment was obtained. Moreover, the frameworks and approaches of assessment were given step by step. Meanwhile, one Enterprise Resource Program (ERP) project was exemplified to explain these frameworks and approaches.
