摘要
进行整体制度设计是建立与健全农村社会保障制度的重要任务。从农民经济状况的差异性出发,选择梯度推进模式。针对贫困型农民建立救济型社会保障制度,针对温饱型农民建立基本生活需要型的社会保障制度,针对富裕农民建立保险型的社会保障制度,进而逐步推进,最终实现城乡一体化的社会保障制度。
Properly organizing the rural social security system as a whole is a major task to establish and perfect this (system.) Considering distinctions in development of rural economy, the patterns of gradient propulsion should be adopted. By (establishing) a relief-typed system of social security in accordance with those poverty-stricken farmers, establishing an other to meet the basic needs of life in accordance with those better-off farmers,and establishing an insurance-typed system in (accordance) with those well-to-do farmers, pushing step by step until we would have established have the integrated social (security) system of urban and rural areas.
