摘要
粮食是保障国家经济安全的重要战略物资,我国政府一直高度重视粮食安全问题。关注粮食安全问题,不能只重视粮食流通体制的改革,应更多地重视粮食生产领域,即粮食综合生产能力。而粮食综合生产能力又与耕地综合生产能力密切相关。只有稳定提高耕地的综合生产能力,才能提高粮食综合生产能力,保证粮食安全。实行最严格的耕地保护制度,大力实施“沃土工程”,培肥地力,进一步加强农田水利基本建设,改造中低产田,提高耕地综合生产能力,是保证粮食安全的有效措施。
Grain is one kind of important strategic materials for the countrys economic safety. Concerning grain safety, we should not only pay attention to the reform of grain circulation system, but also pay much attention to the grain productive capacity. But the grain productive capacity is closely related to the productive capacity of cultivated land. Only the productive capacity of cultivated land is enhanced, can the grain productive capacity be enhanced, and the grain safety be secured.
