摘要
公务员分类制度是公务员制度本质的具体体现。本文认为,实行公务员分类制度与贯彻“党管干部”原则和建立一支高素质、专业化的行政管理队伍的要求是一致的,也有利于厘定执政党的组织部门和政府人事部门之间的关系。文章围绕对我国实行两类公务员分类制度的现实可操作性,即与现行体制的衔接和过渡,提出了若干建议,以期推动我国公务员制度不断完善,使之成为一项现代意义上的国家人事制度。
The classification of civil servants is a good and workable plan in responst to the Party ' s call for establishing a highly qualified and highly professional team of civil servants.It also helps to sort out the relationship between party organs and government departments.This paper produces some good proposals concerning the implementation of the classification od civil servants.
