摘要
“一费制”在我国部分地区实行三年来,减轻了农民负担,降低了农村学校的辍学率,但同时也带来学校收入减少、影响学校运转等问题。在现有教育财政体制不变的情况下,为保障学校正常运转,必须对“一费制”进行改革:在政策表述上要强化一次性收费制度的建立,弱化对统一、固定的低收费标准的要求;在具体措施上要因地制宜,给予县级政府一定的浮动权力,细化收费项目,降低教材成本,加强对政府职能部门的监督,加强学校经费预算等,保证实行“一费制”达到政策制定的目的。
Over the past three years, the implementation of the 'lump-sum payment of educational fees' has lightened farmers' economic burdens and improved the enrollment rate of rural schools. But, it should be admitted that such practice has also reduced the income of rural schools and hindered the normal operation of rural schools. Under such circumstances, it is necessary to reform the current 'lump-sum payment of educational fees' if no change takes place in the educational finance system. In terms of policy, the establishment of the 'lump-sum payment system' must be further strengthened, but the requirement for unified and fixed low-level charges should be somewhat relaxed so as to allow county governments to have more power in arranging educational fees. What is more, the items of charges should be moderated and the cost of textbooks and materials should be reduced. To ensure the implementation of the 'lump-sum payment system' and the realization of the objectives, the monitoring of the functional sectors of corresponding government and the budgetary arrangement process at school level should be supervised more strictly.
