摘要
改革开放以来 ,随着经济的发展和人口的流动 ,城乡结合部成为犯罪的高发区和社会治安的重点部位。因其特殊的位置 ,这种犯罪有独特的性质 ,其产生、变化与发展受社会经济、政治、文化、环境等诸多因素的影响和制约。因此 ,必须针对实际情况 ,采取有效措施 ,最大限度地消除外来人员犯罪的因素 ,维护社会治安 。
After reform and opening, following the development of economy and the flow of population, crimes happen frequently in the joint of urban and rural, where is getting important for security of society. Because of the special geographic location, the crimes have characters of their own. And they are influenced and restricted by many factors. We should consider the reality, imply effective measures to protect public order and promote the development of economy.
