摘要
首先分析了当今世界人才需求状况以及我国海外人才流失的严重性,然后分别将经济因素、科技因素、教育因素等指标进行量化并研究它们各自与人才回流数量的相关关系,在结合我国实际情况的基础上,借鉴世界各国人才回流的经验,最终提出促进我国人才回流的政策建议。
After analyzing the need for talent in the world and the serious problem of the talent outflow of our country, the authors then quantifies such indicators as economic factor, technical factor and educational factor in order to study their respective relevance to the number of the returned talent. On the basis of our actual conditions, using the experiences of other countries for reference, the authors put forward some policy suggestions to promote the return of oversea talent.
