摘要
城市土地储备自实施以来取得的绩效说明了其存在的必要性,但理论依据的不充分与实践经验的不丰富使其仍处于摸索阶段,文章从现有城市土地储备在法律依据、机构职能定位、收购价格与风险防范机制等方面存在的问题出发提出了相关对策。
The performance of urban land reserve acquired proved the essentiality. However, The insufficiency of theory foundation and the lack of practice experience made land reserve fresh. The paper present relative countermeasure on the base of analyzing existed question in land reserve, such as being short of law basis, dimness for the function of rcserve department, irrationality to the purchase price, existing abundant capital risk etc.
