摘要
地方自治是清末最后几年清政府的一项重要国策 ,是清廷预备立宪的重要组成部分 ,也是民政部筹备宪政期间的重要事项。作为民政部尚书的善耆对地方自治非常注重 ,除拟订各级地方自治章程、办理京师地方自治外 ,还严定考成 ,督催筹办城镇乡、府厅州县地方自治依限办理 ,对清末地方自治的举办作出了不小的贡献。
Summary of the essay:Local autonomy is an important state basic policy of the Qing Government in a few years of latter stage of Qing Dynasty, it is the important component of preparing constitutionalism of Qing Dynasty, it is the important item for Ministry of Civil Affairs to prepare constitutional government. Being the minister of Ministry of Civil Affairs, Shan Qi had paid much attention to local autonomy, besides working out the rules of local autonomy at all levels, handling the local autonomy of the capital, supervising and making preparations the local autonomy for urban township, government office ,city and county , making great contribution to holding local autonomy of latter stage of Qing Dynasty.
