摘要
我国正处于转型时期,政府与社会关系正在发生着变化。政府与社会既有联系又有区别,二者存在着相互制约的辩证关系。论文论述了历史上和现实中存在着四种不同模式的政府与社会关系,同时总结现代化过程中政府与社会关系发展的共同规律,回顾我国政府与社会关系的发展变迁过程,要改革我国的政府与社会关系,就要建立起"小而强政府,大而强社会"的模式,建立起政府与社会的合作伙伴关系。
Our country being in a period of transition, the relationship between the government and society is under changes. There is a dialectal relationship of condition between the government and society, for they are related to and different from each other. There have been, in history as well as in reality, four types of relationship between the govemment and society. By summarizing the common rules of development for the relationship between the government and society in the course of modernization and reviewing the process of evolution in the relationship between the government and society in our country, it is opined that in order for changing the relationship between the government and society in our country, efforts should be made to establish the model of 'efficient though small government' and 'well-managed though large society' and to set up the relationship of cooperative partners between the government and society.
