20 0 0年江苏海岸湿地入海河流河口淡水监测断面有 3 0 %的水质处于劣 类 ,满足 类水质的仅占 10 % ;近岸海域海水监测断面有 5 0 %的水质处于 标准。人类扰动的频率与强度的日益加大是水质污染的主要原因 ,而河流携带大量污染物是水质污染的主要途径。江苏海岸湿地水质污染防治的关键在于流域海陆水环境系统的一体化调控 ,侧重点是调控技术路线和水质污染控制层次的设计。环境管理控制区划的方案是 :横向上由陆向海划分为上游流域、近岸陆域、海岸湿地和离岸海域 4个环境控制带 ;纵向上自北向南以水系汇流特征、行政区划特征、海域特点划分为
Based on the data from field survey along coastal wetlands in Jiangsu province during 2000, characteristics of the freshwater and saltwater quality are evaluated and summarized. The results show: 30% of the coastal creek estuaries are under Grade Ⅴ of national water quality standard, only 10% are at Grade Ⅲ; 50% of the seawater areas are at Grade Ⅳ. The main environmental issues in coastal wetlands are caused by human disturbances, such as increase in pollution sources, low-efficiency production, absence of coastal environmental awareness and irrational guidance. The coastal creeks receive various types of pollutants in large amounts. And consequently are degraded in water quality. Therefore, a framework of the ocean-land integrated cybernetics is designed as the key step to address the problems. Meanwhile, according to coastal environmental and resources settings, a set of principles and methodology for functional allocation are developed. Four major controlling environmental zones and four major functional zones are allocated in Jiangsu coastal wetlands. The framework is focused on technique methodology and controlled structure for practical application.
