摘要
发展文化产业需要产业主体的多元化,合理的产业主体结构是衡量产业发展是否成熟的标志。文化产业主体多元化模式的构建与文化管理体制和制度环境有关。建立有序、开放与法治相结合的文化体制,按现代企业制度构建文化产业组织,鼓励创意企业发展,完善产业促进政策,在并非涉及国家文化安全的领域,利用市场优化资源配置,推动产业主体多元化和梯度竞争格局的形成。
To develop the culture industry demands diversification of the main body of industry,and the reasonable industry construction is the measurement of the mature level of industry. The construction of culture industry main body's diversified mode is related to culture management system and system environment. We should establish the disciplined and open culture system based on law, construct the culture industry organization press modern business enterprise system, encourage the development of creativity business enterprise, consummate the industry promotion policy, and promote the industry main body diversification and the formation of multi-competition by the optimized market resource in the field that has no relation with national cultural safety.
