摘要
非经济因素的行政性垄断.即利用行政权力限制和排斥竞争,具有超经济的强制性和排斥竞争的封闭性等特点,会引发“低效率综合症”,是我们应当坚决反对和摒弃的。对于那些关系国计民生的垄断性行业,如铁路、邮电、民航、水利、电力、石油、煤气等,引入一定程度的垄断有利于发展这些基础产业,降低生产运营成本,实现规模经济,保障国家经济安全。这一类的垄断符合国家战略利益和市场经济发展规律,应该得到支持。
Although 'anti-monoply' has always been a hot topic for world economic cycle, industry monopoly will still exist for a long period, for it is not totally useless as some common person imagined. Instead, some international companies' monopoly power has boosted their industries by avoiding investment dispersion and excessive competition, etc. Undoubtedly, it is necessary to oppose administrative monopoly, whereas industry monopoly formed by market competition should be valued from another direction. Oil industry is no exception.
