摘要
党中央做出“西部大开发”、“东北振兴”的重大战略决策 ,为西北、东北地区提供了难得的历史性发展机遇。目前 ,与全国其他地区、尤其是沿海经济发达地区相比 ,西北、东北地区在经济总量、固定资产投资规模、对外开放程度、产业结构、财政收入、城镇化水平、教育与科技、交通运输、环境保护等方面都存在着不小的差距 ,对此 ,应通过完善其金融组织结构、实行有差别的货币政策、建立与区域发展战略相配套的有效政策组合、加大对“三农”发展的支持力度等 ,来确保“西部大开发”与“东北振兴”
The central committee of the CPC has made significant strategies “west-China grand development” and “north-east China prospering”, which provided north-east China and north-west China regions with a precious historic development opportunity. At present, compared with other regions, particularly coastal developed regions, there are huge gap in north-west China and north-east China in economy aggregate, fixed assets investment size, openness toward outside world, industry structure, fiscal revenue, urbanization level, education and science-tech, communication and transportation, environment protection, etc. Therefore, several measures should be taken to ensure effective enforcement of “west-China grand development” and “north-east China prospering” strategies: consummating financial organization structure, taking different monetary policies, establishing effective policy mixture matching regional development strategy, enhancing support for the development of “agriculture, countryside and peasant”.
