摘要
一个高新技术产业的崛起是很多经济要素非线性相互作用的结果,但在不同时期,起主导作用的因素是不同的,具有路径依赖性。本文主要运用演化经济学的理论方法对印度外向型软件产业的演化路径进行了历史还原,结果认为:印度外向型软件产业的崛起第一个起主导作用的因素是印度的历史和由此形成的独特文化积淀;第二个起主导作用的因素是教育制度的自主化和市场化,这使印度软件人才、软件产品质量标准的国际化建设成为必然;第三个起主导作用的因素是自由企业制度的不断完善。印度外向型软件产业的崛起是文化积淀和制度激励下教育界、企业家、软件人才和软件产业组织自组织进步的结果。
The self-generating development of a high-technology industry is process dependence. In different development stage the key factor is different. Although the evolutionary process of software industry in India is complex, after systematic evolutionary analysis positively, we find there is a path in its development history, culture and institute are the key factors in the different stages. The first key factor is the special historical culture cumulation of India. Educational institutes could be key factor in the second stage, which orient universities and institutes to the needs of the market and to bring up more and more internationalized software engineers earlier than any other developing country. Thirdly, economic institutes in India gradually evolve to freedom, which make software firms develop more easily. The development of software industry in India becomes a self-organizable process on the basis of culture cumulation and institute evolution.
