摘要
在西部大开发实行“东西部联动”中，西部地区应注意研究解决如下三个问题：一是要坚持走重点突破、以点带面的路子，以实现跨越升级，跳跃式发展；二是要正确认识和处理“看不见的手”与“看得见的手”的关系，实现“两只手”的有机结合与协调动作；三是要正确认识和处理“资源与资金”的关系，使政府主导下的市场化资本运作机制成为解决西部资金的主渠道。
To carry out the 'united action of the East and the West' in the opening up of the west, the west should pay attention to the solution of three problems: the first is to insist on breaking-through of focal points, fanning out from point to area, and developing and going up grades through leaps; the second is to understand and handle correctly the relation between 'invisible hand' and 'visible hand', combining and coordinating organically the 'two hands'; the third is to understand and handle correctly the relation between 'resources and capital', making government-led mechanism of market capital operation the main channel in solving western capital.
