摘要
随着社会主义市场经济体制的逐步建立 ,农村养老制度正经历着由家庭养老向社会养老的变迁。在这场制度变迁过程中 ,农村养老保险存在旧制度功能弱化、新制度供给与农民需求的失衡以及新制度对农民的歧视等问题。为此对农村养老保险制度进行创新势在必行 ,从制度创新的前提、关键、基础、必要条件和补充等方面提出了相应的措施 。
With the establishment of the socialist market economic system,China’s rural old-age system is experiencing a great change from family support to society support.But during the change,there still exists the function weakness of the old system,and the unbalance between new system providing and peasants requirement and discrimination of new system against peasants.Therefore,the reform of the rural aged insurance system must be enforced.This article puts forward appropriate measures from the precondition,key points,bases and necessary condition of the reform,so as to realize system innovation smoothly in China’s countryside.
