摘要
本文的研究目的是理解黄河流域灌区水管理制度的改革及其节水效应。研究结果显示,自从1990年以来,集体水管理制度被用水协会或承包管理所代替。然而,名义上的改革对节水没有影响,只有建立了激励机制的管理制度才有节水效应。另外,农民参与在改革中的节水效果也不显著。
The purpose of this paper is to understand the reform of water management institution in the irrigation districts in the Yellow River Basin and its effect on water saving. Research results show that since the 1990s, collective water management institution has been replaced by Water User Associations or contracting management. However, nominal reform has no effect on water saving; only those institutions providing incentive to managers can save water. In addition, the participation of farmers also has no significant impact on water saving.
