摘要
就医管理改革必须牢牢把握好为部队服务的力向；以门诊用药为突破口，建立起一套制度规范、超节分担、利益互动的有利于落实确保的机制；实行持卡就医，以有效克服手续繁琐和管理手段低下的现象。
The reformation of seeking medical advice must grasp fast the direction of serving army. Through the top of the durg management of outpatient, the system which is favourable to the assurance should he set - up with the standard regulation, sharing the overspending and surplus, and being beneficial to each other. Seeking medical advice by card can overcome the problems of overelaborate procedures and low - level management.
